Do I need a filter or just change the water every 2 days ?

Definitely sounds like some species of killifish. There are several species that do that, and if directions are followed, then hatching should result.
High tech science? Only if placing them in the freezer or fridge for several weeks is high tech. The eggs in nature are pretty much in suspended animation when they’re laid, waiting throughout the dry season, and hatching at the first rains.
Killifish eggs have been sold, traded, etc., through the mail and internet for decades by breeders and hobbyists. Nothing new about them, and nothing magic. You’d be better off purchasing through a hobbyist magazine ad.

The fry will be so small, they could easily get sucked up by just about any filter system.
Changing 10% of the water daily, syphoning wastes from the bottom will be adequate at first.
As they mature, the males will need to be separated into different containers. They are worse than bettas for aggressiveness to the same and other species of fish.
